BACKGROUND Healthy People 2010 was released by the U.S. Department of Health
and Human Services (DHHS) in 2000 and are the Nations health goals
to be achieved by the year 2010. Healthy People 2010 objectives
are organized under twenty-eight focus areas and guide all federal, state,
and local health planning and services.
ANALYSIS The
National Alliance for Hispanic Health conducted a review of Healthy
People 2010 (2nd ed.) and compared final objectives with recommendations
submitted by Hispanic community leadership during the public comment period.
FINDINGS This
review found that:
- Over one-third (40%) of Healthy People 2010 population-based objectives and sub-objectives
do not have Hispanic baseline data and therefore progress on these objectives
cannot be measured for Hispanic communities.
- More than two-thirds (86%)
of Hispanic community leadership recommendations are not fully incorporated
into the final objectives under Healthy People 2010.
RECOMMENDATIONS
The report recommends that the following steps be taken by DHHS for the
2005 midcourse review of Healthy People 2010.
- Release a Hispanic Healthy
People 2010 midcourse review to report Hispanic baseline data and
identify a tracking system for each Healthy People 2010 objective.
- Implement improvements
in Hispanic data collection, analysis, and reporting under DHHS data
systems in order to achieve
baseline and tracking data for 100% of Healthy People 2010 objectives
in compliance with Office of Management and Budget guidance on collection
of racial and ethnic data.
- Ensure that baseline data
and tracking systems are put into place in order to make final the Healthy
People 2010 objectives that are currently considered developmental.
